As @smallspy said, there is no need to assume anything, because he already explained to you why the unit numbers of the locomotives of the first ten Siemens setsdon‘t match the cars in the trainsets (because the first set was sent with a spare locomotive, whereas the tenth set was sent without a locomotive):
The first trainset (2x00) was delivered with an extra loco - 2201. Eventually the locos were swapped for whatever testing was necessary, and that trainset remains configured like that today (2201 with 2300).

All of the subsequent trainsets up to 2x08 thus were delivered with a loco numbered one higher than the trainset (2202 with 2301, 2203 with 2302, etc.)

Then trainset 2x09 was delivered without a loco. This was to allow them to finally put a train onto that one spare loco. (The assumption is that the numbers will be shuffled to allow the trainsets to all match numerically, but I've also not gotten confirmation of that.)

And since then, matched trainsets have been delivered. The 16th trainset was delivered last week, and the 17th has been booked to be picked up from Siemens in Sacramento at the end of May.

Until Dan posting, I have to assumed based on what I was seeing as noted in my photos. It will be interesting to see what things look like in a moth time. I was expecting same numbers for both ends when I visited TMC, not what I was seeing and why I asked the question. Otherwise, nice to see up to date equipment being added to the system and reduced the need for duel end power or having to y the train.
 
Or that Via decal was installed in error.
Unless someone has a concrete reason, we won't know till it gets here.
There is zero chance these are Northlander sets. ONTC’s sets only started construction this May, and I promise you they didn’t finish a Venture coach in 12 days. This coach is confirmed VIA.

If that is the case,then I don't know why this one looks the way it did. It is oddly painted.

The chatter on some other sites is of a “special livery” VIA set, with this being it. It will be set number 18, and set 17 is about to ship. So I guess we will find out soon what the whole train looks like.
