How should Toronto connect the East and West arms of the planned waterfront transit with downtown?

  • Expand the existing Union loop

No restudy for the Waterfront will take place other than an update of the 2008 EA. A new EA will have to take place for the line east of Parliament St to Cherry St Loop including the extension to QQE and the infill of Jarvis Slip.

Haven't heard anything on the plan public meeting that was to happen by now for the new update.

I understand why most of the other streets are mentioned but why are they planning to bore on Front Street for the Waterfront East LRT?
 
From the report link in the post above, the following update on the QQE LRT:

The project team is currently focused on creating a plan to phase the implementation of transit improvements at Union Station and on Queens Quay, per City Council direction. The team is also comparing options for a new portal location on Queens Quay east of Bay Street to transition streetcars from the underground section to the at-grade reserved right-of-way, information on which will be presented to the public during upcoming consultations this fall.

The City, TTC and Waterfront Toronto are currently reviewing 10% design drawings for Queens Quay from Yonge Street to east of Parliament Street, while the TTC is focused on producing a 15% design for the underground section from Union Station to a portal on Queens Quay East. Design work on the section between the East Bayfront and Cherry Street will commence shortly. A TPAP will be undertaken that will incorporate and assess an updated project scope.

Next Steps

The Notice of Completion under the TPAP and completion of the 30% preliminary design and engineering phase of the Union Station-Queens Quay Link and East Bayfront LRT to Cherry Street is anticipated for late 2021. This work will be followed by a report to Council on the preferred design and a recommended implementation schedule prior to the 2022 Budget process. That report will also make recommendations and identify associated costs for potential phased implementation of transit improvements.

Hmmm, interesting that they're planning to build the LRT to Cherry, but isn't Queen's Quay planned to be realigned east of Parliament to go around the old silos? Or am I confusing it with Lakeshore?

As I recall, the approved alignment was to take Queen's Quay extension is just north of the silo over to the new Cherry St.

But, its been a while.......

The plan is to take it to Cherry so it can (at some point (maybe not immediately) link to the 504 Cherry line. In fact, the first phase may only take it to a temporary loop at Queen's Quay and Parliament Street. As you say, QQE is supposed to be extended further east to Cherry Street so one assumes that the line from Parliament to Cherry will be along the alignment of the new section of Queen's Quay which will be close to the silos. Once the line gets to Cherry and can make the connection under the rail berm to the existing Cherry Street line, the plan is to extend it into the Lower Don area but that is clearly a later Phase (though the new bridge has a transit lane..

Part of the Jarvis Slip will have to be fill in and the new street will be close to the silos. There is a Precinct plan for the area, but no EA for the LRT east of Parliament nor south of the Cherry Loop. The LRT lines exist in the master plan for the area, but no funding for it at this time.

The plan surface in July of taking the QQE LRT line all the way to Cherry Loop and do away with the Parliament loop, but no money nor an EA to do this, let alone deal with the underpass on Cherry St.

There was to be a fall public meeting related to the July plan and has yet to surface nor any idea as to when at this time.

There is a study underway to do phase 2a both cost wise and time frame so it can be put into the 2022 City Budget.

TTC has change its tune how QQE will operate, ridership, phasing and having an east-west line. Big mistake on TTC part not having an east-west line and have it in operation while Union Loop is being done, since this is where the bulk of the cost is and will take longest to do. Waterfront Toronto wants QQE 10 years ago and wants to see it ASP so they can get on with rebuilding QQE like QQW.

The earliest you could see LRT east of Bay is 2030 at the current rate of funding and 2035-40 for Cherry St to the Portland. If TTC gets off the pot and allows the East-West line with a T at Bay, you could see the line running to Parliament by 2025. If it is to go to Cherry Loop in place of Parliament, about 2028-30 depending on cost, budget and EA including the underpass.

As a note, the overpass is 100 years old now and due for replacement.

I like the idea of initially just taking the line to Parliament and building a loop there. It would make a nice little trojan horse to push for the re-installation of streetcar tracks up Parliament to serve Regent Park, Cabbagetown and St. James Town and connecting to the subway at Castle Frank...
